DR. OH, Sang Rok

Dr. Sang Rok OH is the 26th President of the Korea Institute of Science and Technology(KIST), having taken office on March 27, 2024. He is a renowned Korean robotics engineer with a Ph.D. in Electrical and Electronic Engineering from Seoul National University. He began his extensive career at KIST in 1988 as a senior researcher, progressing to principal researcher in 1995. He has held various leadership positions at KIST, including Head of the Biomimetic Systems National Research Laboratory (1999), Head of the Intelligent Control Research Centre (2000), Head of the Robotics and Systems Division (2009) and Vice President for External Affairs (2010). Prior to his current presidency, he was a Principal Researcher at the Real-time Interaction Robotics Research Centre and Head of the Robot-based Education Support Group from 2011 to 2024. Beyond KIST, his expertise has been recognised through his roles as a visiting researcher at the IBM Watson Research Center in the United States (1991) and as a visiting professor at Korea University and Hanyang University (1998). He has also contributed to national policy, serving as an IT Policy Advisor (PM) for the Ministry of Information and Communication and as a member of the Expert Committee for Intelligent Robots and Next-generation Computing at the Information and Communication Research Promotion Agency. Notably, he led the National Robot Project Group in 2003. A prominent figure in his field, he has delivered lectures such as 'Robots Evolving into Humans' and participated in significant discussions, including co-moderating a panel at the '4th Industrial Revolution and AI Korea' conference.

MR. LEE, Seok Lae

Seok Lae Lee is the Secretary General of the National Research Foundation of Korea (NRF), appointed in July 2024. With over three decades of experience in Korea’s science and technology policy sector, he has played a pivotal role in shaping national R&D strategies and evaluation frameworks. He began his public service career at the Ministry of Science and Technology in 1997 and has since held a range of leadership positions, including Director General of the Performance Evaluation Policy Bureau and Director of the R&D Policy Division at the Ministry of Science and ICT (MSIT). He also served as Chairperson of the National Science Museum of Korea and led major national initiatives such as the International Science Business Belt Task Force. He holds a bachelor's degree in Agriculture and Life Sciences from Seoul National University and a combined MS/Ph.D. in Public Administration from Hanyang University. His expertise spans science policy planning, regional innovation, biotech R&D, and national research evaluation.

DR. LEE, Jinhwan

Dr. Jinhwan Eugene Lee is Director General of Office of Policy at National Research Council of Science & Technology (NST). He previously served as Director of Biomedical Metrology Division and Policy Strategy Division at Korea Research Institute of Standards and Science (KRISS), and as Director of R&D Industry Promotion Division at Ministry of Science and ICT. He graduated from Seoul National University with a Bachelor of Science and Master of Science degree in Chemistry. He earned his Ph.D. in Biochemistry from University of Wisconsin–Madison, and carried out his post-doctoral research in the Division of Biology at Caltech. Dr. Lee currently serves as President of the Korean Human Proteome Organization (KHUPO), Chair of the Bioanalysis Working Group of the Asia-Pacific Metrology Programme (APMP), and a committee member of the Presidential Advisory Council on Science and Technology.

Emmanuelle Chauvin is Policy Officer since 2024 in the International Cooperation Unit of DG Research & Innovation responsible for Asia, Africa and Middle East. She overseas the cooperation on STI with the Republic of Korea and with Japan. She studied at the University of Rennes II (France) and holds a master’s degree in clinical psychology and psychopathology. She has been working for the European Commission since 2012 and joined the International Unit five years ago.

Professor Pavel Kabat was trained as a mathematician and hydrologist, mainly working in the field of earth system sciences. In June 2021, he was appointed Secretary General of the HFSPO. Before HFSPO, he served as the inaugural Chief Scientist and Research Director of the World Meteorological Organization (WMO) of the United Nations, and also as the Director General and Chief Executive Officer of the International Institute for Applied Systems Analysis (IIASA) in Austria.

Since April 2024, as Managing Director of the Korea-Fraunhofer Collaboration Hub for Science and Technology (K-FAST)—the only center in Europe selected by Korea’s Ministry of Trade, Industry and Energy (MOTIE)—he leads initiatives to advance global industrial technology cooperation. Additionally, since February 2024, Dr. Han serves as the Managing Director for the Germany-Korea Technology Cooperation Hub for Global Value Chain, in collaboration with the Korea Evaluation Institute of Industrial Technology (KEIT), further cementing his role in driving bilateral innovation partnerships

Dr. Hwang has made significant contributions to the advancement of scientific and technological development in South Korea, particularly through her leadership in cutting-edge bio-convergence technology, bio big data infrastructure, and industry-academia-research collaborations. Since 2023, Dr. Hwang has been serving as the Vice President of the Korea Basic Science Institute (KBSI), where she continues to play a pivotal role in the development of scientific technologies. In addition, since 2023, she has also held the position of Adjunct Professor at Chung-Ang University, where she contributes her expertise to the academic community. In 2025, Dr. Hwang will serve as the President of the Analytical Science Division of the Korean Chemical Society for the year. This follows her extensive service as Vice President of the Korean Chemical Society from January 2020 to December 2021, during which time she advanced the integration of chemical sciences in both industry and academia. In addition, from 2018 to 2019, she served as the President of the Korean Metabolomics Society, further solidifying her leadership in the scientific community Her career reflects her ongoing commitment to scientific excellence and the progress of South Korea’s scientific and technological landscape.
